无法在Docker容器上安装厨师服务器

我无法在docker容器（Ubuntu 14.04 x86_64）上安装chef-server（chef-server-core_12.0.8-1_amd64.deb）。 当运行chef-server-ctl重新configuration它失败并出现以下错误：

注：在开始安装之前，我已经在容器内完成以下步骤：

 dpkg-divert --local --rename --add /sbin/initctl ln -sf /bin/true /sbin/initctl sysctl -w kernel.shmmax=17179869184 

是否有任何其他解决scheme，以便在docker集装箱上获得厨师服务器。
